HOME SUPPORT WORKERS: HR STRATEGIES TO MEET CHRONIC CARE NEEDS OF CANADIANS

June 2011

This project examined human resource strategies for home support workers in order to improve Canada’s ability to meet the future demand for formal home care services. The research included 5 provincial consultations, analysis of data from the Nexus Study and survey data from Stats Canada in addition to a comprehensive literature review and provincial / territorial and international human resource strategies.

ELDER ABUSE / NEGLECT TRAINING FOR HOME SUPPORT WORKERS: A SCAN OF CANADIAN ACADEMIC FACILITIES

The prevalence of elder abuse, the increasing number of elderly in Canada, and the key role played by home support workers in the care of seniors prompted a domestic scan of Home Support Worker curriculum in major training institutions (community colleges, private sector schools, etc) across Canada in an effort to ascertain the extent of elder abuse/ neglect training/ education.

EXPLORING THE ROLE OF UNREGULATED HEALTH CARE WORKERS

Beginning in 2007, the CHCA worked on a pan-Canadian committee of seven national health care organizations to explore trends and issues that shape the integration of Unregulated Healthcare Workers within health-care teams.

HOME HEALTH NURSING COMPETENCIES

In June 2010, the Community Health Nurses of Canada (CHNC) released the Home Health Nursing Competencies in both English and French. The competencies articulate the knowledge, skills, judgment and attributes required of home health nurses who practice in a highly independent manner to provide or manage care of patients experiencing a broad array of health concerns.

CANADIAN HOME CARE HUMAN RESOURCE SECTOR STUDY


The Canadian Home Care Association co-chaired a national human resource study of the home care sector in Canada. In collaboration with Human Resources Development Canada (HRDC), this 2 year study focused on the human resource and training and development issues of the home care sector. A wide range of issues including demographic data of the workforce and work environment and comprehensive sector and labour market information were examined.

The overall goal of the study was to provide a comprehensive analysis of the short- and long-term human resource issues and challenges facing the home care sector in Canada. An understanding of its key challenges to enable the sector and its stakeholder groups to take action on human resource issues critical to the sector.
